Pennsylvania is planning a 19% increase, approximately $600 million, over its fiscal year 2012 expenditures on Medicaid home and community-based service (HCBS) programs for long-term services and supports (LTSS) by September 30, 2015, according to the state’s application to participate in the federal Medicaid Balancing Incentive Payments Program (BIPP).  In state fiscal year 2012, Pennsylvania Medicaid spent $3.2 billion on HCBS, and $4.5 billion for institutional care.
