Pennsylvania Joins Interstate Counseling Compact Commission, Expanding Interstate Practice To 40 Jurisdictions

Pennsylvania has become the newest member of the Counseling Compact after Governor Josh Shapiro signed legislation on July 12, 2026, authorizing the Commonwealth to join the interstate licensing agreement. The law takes effect in 60 days and will allow licensed professional counselors whose home licenses meet compact requirements to obtain a privilege to practice in other participating jurisdictions.

The Counseling Compact provides a framework for participating states to mutually recognize eligible professional counselor licenses, allowing counselors to practice across state lines without obtaining a separate license in each participating jurisdiction.
