Pennsylvania Budget Impasse Resulted In Service Cuts At 50% Of Social Service Organizations; 75% Borrowed Operating Funds

During Pennsylvania’s nine-month budget impasse that ended on March 27, 2016, many social service organizations cut services and many borrowed funds to continue operating. A survey of 176 Pennsylvania non-profit social service organizations found that 12% cut or reduced services for 17,100 individuals. About 76% of organizations borrowed funds to continue operations, with an aggregate value of $171.9 million, from their organizational cash reserves, lines of credit/bank loans, or delayed paying vendors.
