Philadelphia To Transfer All Child Welfare Caseloads To Community Umbrella Agencies By Late 2015
The City of Philadelphia Department of Human Services (DHS) is transitioning to a model of community-based child welfare services called Improving Outcomes for Children (IOC); by the end of 2015, the city anticipates that the transition will be complete. Under the IOC model which officially began on January 28, 2013, child welfare services are delivered by lead agencies called Community Umbrella Agencies (CUA) that serve 10 specific neighborhoods in the city.
