San Diego County Awards $31 Million Recuperative Care & Substance Use Recovery Services Contract To New Creation Behavioral Healthcare Foundation

San Diego County, California, awarded a $31 million contract to New Creation Behavioral Healthcare Foundation (New Creation) to provide recuperative care and substance use recovery services for adults ages 18 and older experiencing unstable housing. The initial contract term runs from April 1 through June 30, 2026, with four one-year renewal options extending through June 30, 2030.

The county released Request for Proposals (RFP) 12812 on November 4, 2025. By the December 2 deadline, the county had received one proposal, submitted by New Creation. There was no incumbent contractor. Services will be funded through Drug Medi-Cal and Realignment . . .
