Across the states, the percentage of Medicaid beneficiaries using long-term services and supports (LTSS) in 2023 who received them via home- and community-based services (HCBS) ranged from 55.8% in Kentucky to 99.4% in Oregon, according to a recent analysis of federal data. Nationally, 87.1% of LTSS users received HCBS.
