State Denies Philadelphia Department Of Human Services Full Child Welfare License

On December 16, 2016, the City of Philadelphia Department of Human Services (DHS) informed its child welfare stakeholders that the state had denied its request for a full child welfare license, and had again given the department a six-month provisional license. To regain the license, DHS is working to correct multiple violations identified in an October 2016 audit by the state. The state audit identified the major continued challenges for the agency as: the number of children in placement continues to rise; family service plans are not being completed in the required time frame; children are still staying overnight . . .
