States Project Systemic Challenges To Implement Infrastructure Supporting Upcoming Medicaid Work Requirements
A national survey of state Medicaid officials found that challenges are anticipated in implementing federal changes to Medicaid eligibility requirements targeted to non-disabled, childless adults ages 19 to 64 in the 43 expansion states expected to be affected. The work requirements are slated to go into effect by January 1, 2027, as a provision of House Resolution 1 (H.R. 1), which was signed on July 4, 2025. The affected Medicaid enrollees will be required to demonstrate that they have participated in work, training, or school for 80 hours per month to maintain eligibility.
