Texas Exploring Options For Jail-Based Competency Restoration Pilot Program
The Texas Health and Human Services Commission (HHSC) is considering options for launching a jail-based competency restoration (JBCR) pilot program. The state legislature authorized the program in fiscal year 2013. Efforts to launch the pilot have been stymied by low response from private provider organizations over two unsuccessful procurement cycles. HHSC is now considering contracting with a local mental health authority (LMHA), and anticipates JBCR services will begin in the first quarter of fiscal year 2018 pending decisions regarding availability of funding.
