Texas DFPS Cancels Community-Based Child Welfare Contract With EMPOWER

The Texas Department of Family and Protective Services (DFPS) canceled its Single Source Continuum Contractor (SSCC) contract with EMPOWER to provide community-based child welfare services in Region 3E because the organization had failed to make sufficient performance improvements following two child deaths. Responsibility for foster care services in the region will transition to two SSCCs: Texas Family Care Network (TFCN) and Our Community Our Kids (OCOK). DFPS anticipates that case management and placement services will transfer to TFCN and OCOK in the fall of 2026.
