Initial Data From Texas Community First Choice LTSS Plan Shows Reduced State Costs
Based on limited data available after Texas implemented Community First Choice (CFC), a Medicaid state plan benefit providing community-based long-term services and supports (LTSS) in 2015, the state has concluded that CFC is a cost effective program. Implementing CFC enhanced the state’s ability to provide home- and community-based services (HCBS), which are more cost effective than institutional care, at a lower cost to the state general revenue fund than institutional care. HHSC was able to provide an additional $56.1 million of services for a net general revenue cost of $3.7 million.
