Texas Proposes 21% Rate Cut For In-Home IDD Caregivers

The Texas Health and Human Services Commission (HHSC) has proposed a 21% rate cut for in-home caregivers for people with intellectual or developmental disabilities (I/DD) receiving Medicaid home- and community-based waiver services (HCBS). If the proposal is enacted, the rate would be reduced from $22.41 per hour to $17.73 per hour, effective July 1, 2017. The proposal affects the prospective rates paid to attendants and provider organizations of people enrolled in the Home and Community-based Services (HCS) and Texas Home Living (TxHmL) Medicaid waivers.
