On July 14, 2021, the state of Texas submitted a request to the Centers for Medicare & Medicaid Services (CMS) to extend and to amend the Texas Healthcare Transformation Quality Improvement Program (THTQIP) waiver, which is under section 1115 of the Social Security Act. The program is designed to expand the existing Medicaid managed care programs (STAR and STAR+PLUS) in Texas to assist hospitals and other providers with uncompensated care costs and promote health system transformation. The program uses savings from the expansion of managed care and the discontinuation of supplemental provider payments to fund the initiative.
