Three Illinois Nursing Homes Challenge Certificates Of Need Granted To Transitional Care Management For Two Short-Term Rehabilitation Facilities

After the Illinois Health Facilities and Services Review Board (HFSRB) granted certificates of need (CON) in May 2016 to Transitional Care Management to open two new short-term rehabilitation facilities in the western suburbs of Chicago, three established nursing homes in the same area sued. The HFSRB approved Transitional Care Management’s plans to build a 68-bed facility in Lisle and a 68-bed facility in Aurora. The plaintiffs—Community Nursing and Rehabilitation Center in Naperville, The Springs at Monarch Landing in Naperville, and Bria Health Services in Westmont—oppose the plans because Transitional Care Management is targeting Medicare . . .
