Total Complaints To Texas Foster Care Ombudsman Up 2% In 2022
Complaints to the Texas Children & Youth Foster Care (FCO) Ombudsman increased by 2%, from 569 in fiscal year 2021 to 578 in 2022. Of these complaints, 257 (45%) were substantiated and 296 (51%) were unsubstantiated. For 25 (4%) complaints, the FCO was unable to substantiate the complaints because there was not enough evidence in the complaint to make a finding. The FCO attributed the increase in complaint data to resumed outreach efforts made by the FCO to engage the state's Community-Based Care (CBC) foster care contractors and educate them about the FCO program and services.
