On April 1, 2019, Utah began implementing a limited Medicaid expansion plan. The plan is based on the provisions of Utah Senate Bill (SB) 96 of 2019, which was signed on February 11, 2019. SB 96 supersedes the state’s previous Medicaid expansion efforts and repeals Proposition 3, which was approved by voters in the 2018 general election to expand Medicaid to adults ages 19 to 65 with income at or below 138% of the federal poverty level (FPL).
