On February 6, 2025, President Trump issued a memo directing the heads of executive departments and agencies to review all funding their organizations provide to non-governmental organizations (NGOs). The agency heads are directed to “align future funding decisions with the interests of the United States and with the goals and priorities” of the Trump administration. The agency heads are directed to consider the President’s previously issued executive actions and the basis of applicable authorizing statutes, regulations, and terms.
