White House Rescinds Memo Ordering Pause On Federal Payments

On January 29, 2025, the White House Office of Management and Budget (OMB) rescinded a memo issued on January 27 to temporarily pause grant, loan, and financial assistance payments during a government-wide program review. The pause was slated to go into effect at 5:00 p.m January 28, but was temporarily blocked until February 3 due to court ruling in a lawsuit filed by a coalition of non-profit organizations granting a preliminary injunction against the OMB plan. On January 31, the court issued a temporary restraining order that extends beyond February 3 in response to a lawsuit . . .
