The motion was introduced on May 26, 2020, by Los Angeles County Supervisors Mark Ridley-Thomas and Sheila Kuehl. It responds to the Governor's plans to close the California Department of Juvenile Justice (DJJ) as of January 2021. All delinquent youth will be housed at the county level.
