October 1, 2010 The Centers for Medicare and Medicaid Services released instructions explaining the distinction between Express Lane Eligibility (ELE) and a combined eligibility application for multiple social services. A combined application form for multiple social service programs will not automatically qualify as an Express Lane Eligibility (ELE) process identified in the ChildrenÂ’s Health Insurance Program Reauthorization Act of 2010 (CHIPRA), unless all other ELE requirements are met.
