On December 22, 2020, the U.S. Department of Justice's (DOJ's) Civil Rights Division released this report regarding the investigation of the Glenwood Resource Center in Glenwood, Iowa. The DOJ provides notice, pursuant to the Civil Rights of Institutionalized Persons Act (CRIPA), 42 U.S.C. § 1997b, that there is reasonable cause to believe that (1) the conditions at Glenwood Resource Center , a state-run, residential facility for individuals with intellectual/developmental disabilities (IDD), violate the Fourteenth Amendment, and (2) the violations are pursuant to a pattern or practice of resistance to the full enjoyment of rights protected . . .
