Managed Care Population In Medicaid & Medicare Continues Upward Trend –OPEN MINDS Releases Finding Of Managed Care Enrollment Trends Report
Gettysburg, Pa. (August 5, 2018) – A new report from OPEN MINDS found that the percent of the population enrolled in managed care financing systems in both Medicare and Medicaid increased significantly in recent years. The percentage of insured individuals in Medicaid managed care increased from 50% in 2011 to 68% in 2016. The percentage in Medicare managed care increased from 25% in 2011 to 33% in 2016. These findings were released by OPEN MINDS in their recent reference guide, U.S. Population Enrolled In Manged Care, 2011-2016.
The variations in the managed care market are most prevalent at the state level. The largest variations in enrollment for managed care are in Medicaid. Nebraska, Tennessee, and Hawaii have the highest proportion of Medicaid beneficiaries in managed care; while ten states—including Alabama, Alaska, Connecticut, Maine, Montana, North Carolina, Oklahoma, South Dakota, Vermont, Wyoming—have no Medicaid managed care. The state of Iowa experienced the largest change in their Medicaid managed care population, going from 10% in 2011 to 92% in 2016. (For more detail about Iowa’s move to managed care, the Iowa Behavioral Health System State Profile Report, is available for OPEN MINDS Circle Elite members and can be purchases in the OPEN MINDS shop for $3,900.)
For Medicare, Minnesota had the highest enrollment in Medicare managed care and Alaska had the lowest. Because all Medicare beneficiaries have the option to enroll in managed care, state by state variation is likely a result of the number and types of plans available.
“The number of insured individuals and the proportion of those individuals in managed care plans are an important element of market intelligence for the strategy development of health and human service organizations,” said Sarah C. Threnhauser, Executive Vice President, OPEN MINDS. “For most organizations in the health and human service system, national policy affects the landscape, but state-level policies and practices drive strategy. Our new report includes a state-by-state breakdown of the number and percentage of the insured population enrolled in managed care plans, by payer, over time. This information will give executives detailed information on state trends, as well as a look ahead to the future and what states are moving new consumers population to managed care.”
