Gettysburg, Pa. (November 28, 2016) —OPEN MINDS senior associate, Steve Ramsland, Ed.D., has been selected to present the opening keynote sponsored by CMT, a Relias Learning Company at the North Carolina Council of Community Programs 2016 Conference & Exhibition on December 7, 2016. The keynote session will explore how to effectively merge public care with private managed care practices.

The conference will be held at the Pinehurst Resort in Pinehurst, NC on December 7-9, 2016 with pre-conference sessions being held on December 6. The conference and pre-conference will also feature presentations by National Council for Behavioral, Optum, Government Data Analytics Division of the NC Department of Information Technology, NC Health Information Exchange Authority, Trillium Health Resources, and Cardinal Innovations Healthcare. Conference attendees can earn up to 12.5 hours of continuing education credits for attending.

Dr. Ramsland will present the conference opening keynote, “Balancing Public Pay with Private Practices,” on December 7 at 9:30am ET, which aims to help executives answer the question, “To what extent do we apply commercial managed care principles to our public safety net system?” Balancing the stewardship of public dollars with the expectation to follow business practices of private companies is the challenge that local management entities (LMEs)/managed care organizations (MCOs) and their provider networks face every day. LMEs/MCOs, as public entities and managers, are expected to demonstrate transparency in business processes and cash flow, unconditional commitment to State initiatives, and compliance with all State and federal regulations for every book of business. Providers in the network of a public system are similarly expected to be transparent, willing to engage new consumers with different needs, and comply with regulations. With the evolution of health care and the advent of commercial management for Medicaid’s health care in NC, there will be more pressure to find efficiencies and stretch the public dollars using business practices created by commercial managed care. In this session, Dr. Ramsland, Ed.D., who has management experience in both the public and private sector, will help executives sort through how best to achieve the balance that is right for those they are committed to serving.

Steven Ramsland, Ed.D., has more than 25 years of experience in the development and delivery of health and human service programs. He has held senior leadership positions in the development of several innovative service systems including Medicare Shared Savings Program ACOs, a primary care provider network, several national managed behavioral health initiatives, and innovative community programming. Dr. Ramsland recently served as chief executive officer at Redwood Community Health, a network of 17 community health centers, with over 40 sites in northern California. The organization provides primary care, behavioral health and oral health to over 240,000 patients each year. While at Redwood he managed the implementation of an ACO, a capitated Medicaid managed care contract, and a pay-for-performance quality improvement program.
