Over Half Of State & Federal Prisons Use Health Care Contractors— OPEN MINDS Releases Reference Guide To Correctional Health Care Landscape

Gettysburg, Pa. (January 28, 2018) — Over half of federal and state prisons contract out the delivery of health care services to private contractors. These contracts are concentrated among a select group of correctional health care contractors. These were the findings of OPEN MINDS newly-released report, The Correctional Health Care Landscape: An OPEN MINDS Reference Guide.

The reference guide provides an overview of the correctional health care market; a listing of federal correctional health care contract awards and contract amounts, an overview of state prison health care contracting, a listing of recent county jail contract awards and contract amounts; a segmentation of the state prison health care contracts; and a directory of correctional health care organizations. “Our reference guide gives executives a snapshot of the corrections market and how health care services are delivered. OPEN MINDS’ analysis of the market found that many facilities at the federal, state, and local level privatize the delivery of correctional health care services, while others deliver care directly, or opt for a hybrid model of service delivery” said OPEN MINDS chief exeuctive officer Monica E. The report findings estimate that federal and state correctional health care spending in facilities is more than $5.9 billion per year. Based on the best available data, state prisons spent 11% of their total budgets, or $4.7 billion, on health care in 2015. This is actually an underestimate as it does not include spending on state health care employees. At the federal level, spending on correctional health care totaled $1.2 billion, or $8,602 per inmate in 2016. Taken together, the estimated size of the correctional health care market in facilities is more than $5.9 billion.
