OPEN MINDS Analysis Finds Managed Care Adoption Rates Slower For I/DD Population Than General Population

Gettysburg, Pa. (May 31, 2016) — The OPEN MINDS market intelligence team recently released a new Market Intelligence Report that evaluates the service delivery systems for the I/DD population. Based on their research and analysis, the OPEN MINDS team reports that the adoption of managed care for the I/DD population is not happening at the same rate as the general population.

According to the report, about 18% (1.1 million) of the estimated 6.2 million consumers with I/DD receive some type of services and supports from state agencies for developmental disabilities, and about 12% (758,209) receive LTSS through Medicaid. Medicaid is the largest payer for LTSS to the I/DD population.

States often determine service system eligibility and assignment by the setting in which the consumer with I/DD is receiving services – either the community or in an intermediate care facility. This adds complexity because in each state, a consumer in a specific service setting may be assigned to different delivery systems for LTSS and medical services.

The OPEN MINDS analysis shows that while the delivery system for medical services for the I/DD population is split fairly evenly between managed care and FFS, the primary delivery system for LTSS is FFS. The report includes several helpful charts that provide a state-by-state breakdown of the data.
