North Carolina Deputy Secretary Of Medical Assistance, Dave Richard, Announced As Opening Keynote At The OPEN MINDS I/DD Executive Summit In Florida
Gettysburg, Pa. (December 18, 2016) — OPEN MINDS announced North Carolina Department of Health & Human Services’ (DHHS) Deputy Secretary of Medical Assistance, Dave Richard, will present the opening keynote address, “Emerging Best Practices In Medicaid Managed Care Long-Term Supports & Services: Trends Shaping The Market,” at the OPEN MINDS I/DD Executive Summit. This full-day, intellectual and developmental disability (I/DD) focused event hosted by VERTESS and CapGrow Partners will be held on February 15, 2017 in Clearwater Beach, Florida.
This is the first of two I/DD focused events happening in 2017. These events are designed to provide practical, cutting-edge ideas for executives of organizations in the I/DD field, with a clear vision on how to continue to move their organization forward successfully. Dave Richard is the Deputy Secretary for the Division of Medical Assistance (DMA), where he leads North Carolina’s $13.5 billion Medicaid program for the state’s Department of Health and Human Services (DHHS). In his role as DMA Deputy Secretary, Mr. Richard’s vision is to ensure a sustainable Medicaid program that is provider-led and patient-centered, effectively uses North Carolina’s health care delivery system, and achieves budget predictability. He is driving the strategic realignment of the division to address the needs of the health care environment today and anticipate those in the future, including leading Medicaid reform efforts.
Prior to leading DMA, Mr. Richard was the Deputy Secretary for DHHS Behavioral Health and Developmental Disability Services, and State Operated Healthcare Facilities since March 2014. He joined DHHS in May 2013 to lead the Division of Mental Health, Developmental Disabilities and Substance Abuse as its Director. Mr. Richard joined DHHS after leading The Arc of North Carolina, a national advocate for people with intellectual and developmental disabilities, as its Executive Director for 24 years.
