OPEN MINDS Announces Executive Roundtable On Becoming A High Reliability Organization
Gettysburg, Pa. (July 13, 2025) — On Thursday, July 17, 2025, at 1:00 p.m. ET, The Harris Center for Mental Health and IDD Chief Medical Officer Luming Li, M.D., along with Trudy Leidich, Vice President of Clinical Transformation, Innovation & Quality, will share how they transformed their organization from compliance-oriented operations to operations that maximize quality improvement in the OPEN MINDS Circle Executive Roundtable: Building A Quality & Safety Infrastructure: The Harris Center Case Study.
In this live, one-hour session, Dr. Li and Ms. Leidich will discuss how The Harris Center became a High Reliability Organization (HRO), which consistently maintains a high level of safety and reliability, despite operating in complex and high-risk environments. They are characterized by five key principles: sensitivity to operations, preoccupation with failure, reluctance to simplify, deference to expertise, and resilience. Dr. Li and Ms. Leidich will discuss adopting HRO principles through:
- Staff training and integrating these practices into daily operations.
- Implementing standardized outcome measures and using validated tools to regularly assess and report on client outcomes.
- Fostering a culture of continuous improvement by encouraging feedback, learning from errors, and making data-driven decisions to enhance service quality.

Luming Li, M.D., Chief Medical officer, The Harris Center for Mental Health and IDD
Luming Li, M.D., M.H.S., F.A.C.H.E, F.A.P.A. is currently the Chief Medical Officer for The Harris Center for Mental Health and IDD. As the Chief Medical Officer, Dr. Li is responsible for medical staff services, clinical quality and safety, and pharmacy services for the local mental health authority for Harris County. She also continues to maintain medical practice in outpatient psychiatry. Dr. Li completed a 7-year B.A./M.D. program at Rutgers/Robert Wood Johnson Medical School, and residency training and a M.H.S. at Yale School of Medicine. She is a national thought leader and advisor on medical leadership, psychiatric practice, and quality of care. She current serves as co-chair of the Medical Directors Institute at The National Council, the Scientific Programming Committee (2023-current) at the American Psychiatric Association, President-Elect for the American Association of Psychiatric Administrative Leaders, and a member for the Value-Based Payment and Quality Improvement Advisory Committee, appointed through the Texas Health and Human Services Commission. She holds active faculty positions at Baylor School of Medicine, UTHealth Houston, and Yale School of Medicine, and has written more than 35 articles, book chapters, and peer-reviewed journal articles. She is a Fellow of the American College of Health Executives, an Associate Certified Coach, Senior Fellow of the American Leadership Forum, and a Houston Business Journal 40 Under 40 Awardee.
Trudy Leidich, Vice President of Clinical Transformation, Innovation & Quality, The Harris Center for Mental Health and IDD
Trudy Leidich is the Vice President of Clinical Transformation and Quality at The Harris Center for Mental Health and IDD. With a strong background in health care management and a passion for improving patient outcomes, Trudy has led numerous initiatives to enhance clinical processes and ensure the highest standards of care. Throughout her career, Trudy has been recognized for her innovative approach to health care transformation and quality improvement. She has successfully implemented projects focused on improved outcomes, patient, and staff safety, and fostering a just culture. These initiatives have resulted in a significant decrease in harm events and improved transparency in reporting. Trudy holds a Bachelor of Science in Nursing (BSN) and a Master of Business Administration (MBA), underscoring her commitment to continuous learning and professional development. She actively participates in industry conferences and workshops to stay at the forefront of health care advancements.
