OPEN MINDS Releases 2017 Market Intelligence Report: State Medicaid Programs With MLTSS

Gettysburg, Pa (October 29, 2017) — For the second consecutive year, OPEN MINDS has released a special market intelligence report on managed long-term services and supports (MLTSS) market and the changes effecting the landscape. In State Medicaid Programs With MLTSS: The 2017 OPEN MINDS Update, the OPEN MINDS market intelligence team reported 22 states currently have an MLTSS program in place for 2017 — bumping this year’s estimated enrollment to two million people served. Comparatively in 2016, 21 states had an MLTSS program with an estimated 1.8 million people served.

Key takeaways and analysis from the State Medicaid Programs With MLTSS: The 2017 OPEN MINDS Update report included:

  • 2017 was a slow year for MLTSS implementation: Virginia was the only state in 2017 to implement a new MLTSS program. The program, Commonwealth Coordinate Care Plus (CCCP) serves dual eligibles, the aged, blind, and disabled populations, and individuals in four home- and community based waivers. As of September 2017, Pennsylvania began the enrollment process for their new MLTSS program, which will go live on January 1, 2018.
  • 2017 was a year for planning: While only one state implemented a new MLTSS program in 2017, many states released plans to implement a new MLTSS program. Nebraska and three additional states plan to implement MLTSS programs by 2020.
  • 2017 was a year for redesign: States are working to completely redesign their Medicaid MLTSS programs. North Carolina is in the process of moving the I/DD population from a limited benefit plan to a specialty integrated health plan. Additionally, there are four states looking to substantially add or redesign their Medicaid program.

“For executives of provider organizations, these findings have some important implications. The first is that the use of MLTSS will become more widespread over the next five years and provider organizations will have to adapt to this type of financing model,” said OPEN MINDS Market Intelligence Director, Athena Mandros. “I don’t think this is something that provider organizations can fight; rather they must work with the state and other stakeholders to ensure that these models are designed with the consumer in mind and meet certain principles.”
