Harris Center’s Wayne Young & Luming Li, M.D. Featured In May 12 OPEN MINDS Circle Virtual Executive Roundtable
Gettysburg, Pa. (April 17, 2022)—Harris Center’s CEO, Wayne Young, and CMO, Luming Li, M.D., will present “Moving From A Compliance Focus Program To A Culture of Quality: The Harris Center Case Study” at the May 12 OPEN MINDS Circle Virtual Executive Roundtable. The session will present key metrics for establishing market positioning, benchmarking processes, establishing a culture of quality improvement, and developing a strategy to help move toward a quality improvement centered organization.
The Harris Center is a single county mental health authority and local intellectual and developmental disability authority in Harris County, Texas, home to Houston. The Harris Center Organization is currently on a multi-year journey that will shift them away from a compliance focused program to one centered around a culture of continuous quality improvement and learning. This metamorphosis entails a complete culture overall including mission and vision, operational restructuring, policy and procedures, and team development and roles. Dr. Li and Mr. Young will discuss the major differences between a compliance driven program and a quality improvement driven culture, why it is necessary to make this transition, their process to date, and the next steps concerning their first year of implementation and scenario planning for anticipated challenges.

Wayne Young serves as the chief executive officer for The Harris Center chair of the Texas Health and Human Services Commission Behavioral Health Advisory Council. He has served in leadership roles for the American Hospital Association and the Texas Hospital Association.
Luming Li, M.D., joined The Harris Center in September of 2021. Dr. Li is a board-certified psychiatrist and nationally recognized as a behavioral health expert primarily focusing in clinical quality and safety, and digital health technology. Prior to The Harris Center Dr. Li served as the Associate Director of Quality Improvement at Yale New Haven Psychiatric Hospital and the Medical Director of Clinical Operations at Yale New Haven Health. Dr. Li is currently an executive board member for the American Association of Psychiatric Administrative Leaders and a fellow for both the American Political Science Association and the Health and Aging Policy Fellows Program. Dr. Li has also presented on the topics of health services and psychiatric leadership at the national, regional, and local stage in addition to her myriad of publications, textbook chapters, and other writings.
The session will be moderated by Carol Clayton, Ph.D., Senior Associate for OPEN MINDS. Ms. Clayton has over 30 years of experience in the health and human service fields and brings with her a wealth of experience regarding both clinical work and executive management. She has several areas of expertise including data-driven strategy development and management, performance measurement and outcomes reporting, quality improvement, and growth strategies.
