Orange County California Chief Of Mental Health & Recovery Services To Present On CalAIM & CARE Court

Gettysburg, Pa. (October 1, 2023)—California is again at the forefront of innovative initiatives that address the complex behavioral health and social support needs of consumers. In 2022, the state launched the California Advancing and Innovating Medi-Cal (CalAIM) initiative, which will transform Medi-Cal (Medicaid) using a population health approach that prioritizes prevention and whole-person care. And in October 2023, the state will launch the Community Assistance, Recovery, and Empowerment Initiative (CARE Court), which offers a new framework to deliver behavioral health services to the most severely mentally ill and vulnerable individuals.

On October 5 at 1:00 PM ET, Dr. Veronica Kelley, LCSW, Chief, Mental Health and Recovery Services, Orange County Health Care Agency and Richard Louis, OPEN MINDS West Region Vice President will share an in-depth update of CalAIM services and the unique partnership with CalOptima Health Plan during, Innovating Behavioral Health For California’s Most Vulnerable Populations—CalAIM & CARE Court.

Dr. Kelley will also share insights on CARE Court in Orange County, including how it will use the civil court system to bring behavioral health care services to consumers that are largely unhoused with chronic mental health conditions and at risk for incarceration. This includes court-ordered stabilization medications, wellness and recovery supports, and connections to social services and housing.

Dr. Veronica Kelley is the Chief of Mental Health and Recovery Services for the County of Orange Health Care Agency. Dr. Kelley holds a doctorate and a master’s degree in social work. She has more than 23 years’ experience as a licensed social worker in California. In her role as the Alcohol and Drug Administrator for the County of Orange, she oversees federal funding for the county to address substance use disorder. Prior to joining HCA, Dr. Kelley spent 13 years with the San Bernardino County Department of Behavioral Health, where she was appointed Behavioral Health Director for six years. During her tenure, she led the county’s crisis response and recovery efforts following the 2015 terrorist attack.

Richard Louis, III, brings extensive experience in public and for-profit behavioral healthcare administration and business development to the OPEN MINDS team. Mr. Louis was formerly the Executive Director of Strategic Development and Planning, Pacific Region, for Providence Service Corporation. Prior to OPEN MINDS, Mr. Louis served as the Assistant Director of the San Bernardino County Department of Behavioral Health, the 4th largest county behavioral health system in California, where he was responsible for day-to-day operations of a system serving over 50,000 unduplicated consumers annually through 31 county-operated facilities and 60 contract provider organizations.
