Section 736 sets out the terms and conditions that would apply to funds made available for “Pay for Success” projects, which promote innovative strategies to reduce the level of government investment needed to achieve successful outcomes. In “Pay for Success” projects, state and local governments enter into binding agreements with third parties under which payments—often using Federal dollars—would be made only upon the achievement of previously agreed‐upon outcomes.
