On August 9, 2017, Baltimore Mayor Catherine Pugh released a new city-wide crime reduction plan in response to ongoing violence. In addition to police and public safety initiatives, the plan includes health-related provisions and a promise to provide free community college tuition to new high school graduates.  The plan has four prongs focused on improving safety through better policing, improving the health of city residents, engaging city youth in education, and creating economic opportunity. A key proposal would allow Baltimore City Public School graduates to earn a two-year degree from Baltimore City Community College at no tuition . . .
