Ohio To Address Racial Injustice In Child Welfare With 37-Point Plan
The Ohio Governor’s Children Services Transformation Advisory Council recommended that the state take action to reduce racial injustice and bias in the child welfare system. Children of color represent about 14% of Ohio children; they represent about 32% of Ohio's foster care population. Compared to white youth, children of color are about two times more likely to be referred for maltreatment, investigated, and be placed into out-of-home care.
