New York and New Jersey signed an Interstate Compact on the Placement of Children (ICPC) Border Agreement on November 9, 2020, to facilitate a joint venture to expedite kinship foster care placements. This is New York’s only such arrangement with neighboring states. The joint venture allows children or youth removed from their parent/s or guardians in the New Jersey and New York border areas to be placed in and by each state on an emergent basis, rather than waiting for a full ICPC request to be processed before placement.
