On August 19, 2021, the City of Philadelphia Department of Human Services (DHS) received proposals in response to request for proposals (RFP 21210726172143) seeking one or more contractors to provide short-term group home care (GHC) for low-risk to high-need adolescents ages 13 to 21. The services are for the DHS Division of Child Welfare Operations. Currently DHS contracts with First Choice Home and Community Services to deliver GHC services.
