Foster Parents ‘Bill Of Rights’ Now Law In North Carolina
On September 10, 2021, North Carolina Governor Roy Cooper signed what is now Session Law 2021-144 to lay out the Foster Care Bill of Rights (House Bill (HB) 769) in North Carolina. The law went into effect the same day. The North Carolina Department of Health and Human Services (DHHS), Division of Social Services (DSS) will ensure that foster parents have more information about children’s history, provide them transparency in eligible reimbursements, and give foster parents the ability to provide their observations of the child’s well-being directly to the court.
