It’s All About How You Define ‘Quality’

Yesterday, I wrote about the wrap of the first year of the Centers for Medicare and Medicaid Service's (CMS) value-based purchasing program (see CMS Value-Based Purchasing – The Winners Are... all members). The "scoring" in that program is based on a combination of performance metrics and consumer experience survey results.
But the CMS value-based purchasing program is just one of many public and private value-based purchasing arrangements. Another one is the CMS Medicare Nursing Home Five-Star Quality Rating System, which was created to help consumers, their families, and caregivers compare nursing homes . . .
