A task force, led by The Council of State Governments (CSG) Justice Center, recommended improving the juvenile justice system by diverting youth from incarceration. The report cites evidence that incarcerating low-risk juvenile offenders in Colorado may be doing more harm than good.

To increase use of diversion for low-risk juvenile offenders, the task force recommended that the following be translated into legislation during 2019:

Expand accessibility to evidence-based, pre-adjudication juvenile diversion programs across the state
Develop clear criteria for detention eligibility in order to limit secure detention for youth, to limit secure detention to those juveniles . . .
