Illinois Enacts New Ownership Disclosure Requirements For Disability Provider Organizations & Expands Supported Decision-Making

Illinois enacted two laws establishing new requirements affecting developmental disability provider organizations and expanding access to supported decision-making. House Bill (HB) 4728 establishes ownership, financial, and transaction disclosure requirements for certain licensed disability provider organizations connected to asset management companies. HB 5365 expands eligibility under the state's Supported Decision-Making Agreement Act beyond adults with intellectual and developmental disabilities (I/DD) to other adults who need assistance making decisions but retain decision-making capacity with support. Governor JB Pritzker signed both laws on July 30, 2026.
