New York City DHS Lacks Oversight On Homeless Shelter Spending

The New York City Department of Homeless Services (DHS), overseen by the city's Department of Social Services (DSS), lacks oversight regarding payment rates for shelters that house the city's nearly 58,000 homeless people. The DHS contracting process is not well documented, and the various data systems DHS uses are not well integrated.
