Juvenile Justice Out-Of-Home Placements Drop 41% In Past Year For Jurisdictions Engaged In Probation Reform

Out-of-home placements for youth involved with the juvenile justice system decreased by 41% through 2024 across 17 jurisdictions participating in a probation transformation initiative. For a second initiative focused on reducing juvenile admission to locked detention placements, admissions declined by 17% between 2020 and 2025 across the 73 sites participating in the initiative.

The probation transformation initiative reimagines how probation officers work and with whom they work. In total, 30 jurisdictions have adopted probation transformation to reduce youth involvement with the juvenile justice system.
