In the six months following the implementation of Patient Driven Payment Model (PDPM) for SNF reimbursement, between October 1, 2019 and April 2020, SNF therapy staffing minutes decreased by 14.7% per resident. Over an average 25-day SNF stay, residents received 80 fewer therapy minutes than they would have before PDPM went into effect. The first week that PDPM was in effect, therapy staffing minutes dropped by 5.5% per resident per day, representing a decline of 30 therapy minutes.
