In fiscal year 2021, the Texas Health and Human Services Commission (HHSC) expanded outpatient competency restoration (OCR) services for people deemed incompetent to stand trial. The state increased the number of contracted OCR provider organizations from 13 to 18. The expanded program will serve an estimated 114 people over the biennium. The focus of the expansion is on the rural counties in Texas (approximately 75% of all counties in Texas are rural).
