The Utah Department of Health (DOH) and the Department of Human Services (DHS) are planning to merge to become the Department of Health and Human Services (DHHS) effective July 1, 2022. The merger was directed by legislation, House Bill 365, signed on March 23, 2021. By December 31, 2021, following consultation with the Governor’s Office, legislative committees of jurisdiction, and using limited rulemaking authority, DOH and DHS will adopt the best template for the newly merged agency. Under the current structure, DOH has addressed community health and DHS has addressed individual services.
