EHN CEO Kristi Daugherty To Present Innovations For School-Based Mental Health Services At Upcoming OPEN MINDS Roundtable
Gettysburg, Pa. (March 19, 2023)—Children’s mental health was declared a state of emergency in the fall of 2021, triggered by the impacts of the pandemic. This, coupled with the accessibility of services for children with mental health needs and co-morbid and complex medical conditions, has strained the system. While new state policies, funding, and programmatic approaches are being presented, it is the behavioral health specialty providers who are coming to the table with innovative programming and partnerships to help address this growing issue.
Join OPEN MINDS and Chief Executive Officer, Kristi Daugherty, from Emergence Health Network (EHN) on Thursday, March 30 at 1:00 p.m. ET for a one-hour virtual roundtable, Developing Innovative Collaborations For School-Based Mental Health Services—The Emergence Health Network Case Study. As the Local Mental Health Authority for El Paso, Texas, EHN worked with local school districts to develop and launch innovative programming addressing children’s mental health.
“Innovation and partnerships are two key pieces to the success of addressing the mental health issues in our country,” said Monica E. Oss, Chief Executive Officer for OPEN MINDS. “Engaging children through school-based programs provides an opportunity to increase access and continuum of care for a portion of the population in great need.”
Ms. Daugherty will share opportunities for collaboration among child-serving provider organizations and how school-based Crisis Intervention Teams are innovating crisis care for kids. The session will also outline how to develop a full continuum of children’s services, including lessons learned in the delivery of campus-based services.
In addition to children’s services, EHN provides outpatient and housing services that include crisis care, substance use, day habilitation, veteran’s care, and treatment and diversion services for justice-involved individuals in El Paso County, Texas. EHN is the largest provider of behavioral health, substance addiction treatment, and developmental disability services in El Paso County.

Speaker Bio: Kristi Daugherty, Chief Executive Officer, Emergence Health Network
As the chief executive officer for EHN, Ms. Daugherty is responsible for all clinical and oversight services delegated through performance contracts with Texas Health & Human Services. EHN recently achieved Certified Community Behavioral Health Center (CCBHC) designation, which will help the organization focus on addressing social determinants of health with a behavioral health focus, as well as National Committee on Quality Assurance (NCQA) accreditation for the intellectual and developmental disability services array. Ms. Daugherty is a licensed clinical social work supervisor in the state of Texas and a licensed independent social work supervisor in the state of New Mexico. She has a master’s degree in social work from New Mexico State University and is a graduate of the Executive MBA Program at the University of Texas at El Paso.
