States that legalized cannabis usage saw reduced possession arrests for adults, but not for youth. Between December 2012 and July 2015, the four states (i.e., Alaska, Colorado, Oregon, and Washington) that legalized cannabis possession for adults saw an adult arrest decrease of 168.50 per 100,000 population, falling from 229.65 to 158.64 per 100,000 population. However, the rate for youth arrests in these states decreased just 7.48 per 100,000 population, falling from 30.46 to 15.49 per 100,000 population.
