U.S. Department Of Education Finds Texas Funding Cuts To Early Intervention Violated Special Education Guidelines
The U.S. Department of Education determined that Texas budget cuts to the state’s Early Childhood Intervention (ECI) program put the state out of compliance with the federal Individuals with Disabilities Education Act (IDEA), Part C. The ECI program is operated by the Texas Health and Human Services Commission (HHSC). IDEA Part C provides for early intervention services for infants and toddlers with disabilities and their families.
