The Harris Center for Mental Health and IDD, serving as the mental health authority and local intellectual and developmental disability (I/DD) authority for Harris County, is one of the largest community mental health care centers in the United States, and the largest behavioral and developmental disability care center in Texas, serving nearly 80,000 patients and responding to approximately 130,000 crisis calls each year. Under the leadership of Chief Medical Officer, Dr. Luming Li and Wayne Young, CEO, The Harris Center organization embarked on a vision to move their agency from a compliance focused program to a culture embedded in continuous quality improvement and learning. This transition is a multi-year transformation effort that includes all aspects of culture change—mission and vision, operational restructuring, policy and procedures, and team development and roles. During the session, Mr. Young and Dr. Li will discuss the major differences between a compliance driven program and a quality improvement driven culture and why it was important to make the transition, their process to date, and next steps in their first year of implementation including scenario planning for anticipated challenges.
