New York City child welfare officials announced February 3, 2005, the proposed reallocation of funding for foster care services from foster care agencies to community-based services. The city currently pays a daily rate for each foster child. The savings from the reallocation are to be used for community-based services and to increase daily payment rates for children who remain in foster care, which average $28 per day.
