California Children’s Agency, EMQ, Expands Home-Based “Wraparound” Services to Youth With Developmental Disabilities Through a collaboration with San Bernardino-based Inland Regional Center in San Bernardino and Riverside Counties, EMQ Children & Family Services will expand its Wraparound program to serve youths with developmental disabilities and their families at high risk of out-of-home placement. Wraparound services began June 1 and will initially serve 20 youths between the ages of 5 and 25. The number of youths receiving services is expected to grow each year.
